In the chapter entitled "Hamas can play a role," Carter acknowledges why Israel is reluctant to engage Hamas for its refusal to accept Israel's existence. It looks for solutions that are reasonable and realistic, but the elimination of all Jewish settlers from the West Bank is something that is very difficult to achieve given that there are about 300,000 settlers in the West Bank, excluding East Jerusalem, compared to the 8,000 settlers withdrew from Gaza. This adds to the inability of the United States stop construction of new settlements in the West Bank. Only time will tell if President Barack Obama will finally be the person who calls on Israel to dismantle settlements, or more.
